The exit pictured leads directly into the parking lot. This exit is used when train service on the line south of Howard Beach is replaced by buses. The volume of buses required for such a service would overwhelm the low-capacity streets of the Howard Beach neighborhood.

See the "Free Shuttle Bus to Long Term Parking" and "Long Term Parking Area C"? How could one access those from the AirTrain if there wasn't an exit at the station that leaves the traveler near them?

Exit the station.
Walk north on local Streets to Cohancy St which crosses Nassau Expressway and Belt Parkway to North Conduit. Make right. Walk along North Conduit to 119 St aka Lefferts Blvd. Make right under Belt Parkway and Nassau Expressway into parking lot and Airtrain station.

The shuttle bus from the subway was discontinued when Airtrain opened 5 years ago.

No it's not. At Jamaica you pay a $5 fare to ride a transit line TO the airport. At Howard Beach you pay a $5 fee to cross an imaginary line (the airport property line) so that you can then board the free on-airport circulator and ride it wholly within the airport. The fare is just, and fair. The fee is BS.

The sign over the gate says: EXIT EMERGENCY EXIT ONLY.

Normally the gate is closed and locked.
Only opened once in a great while like G/O's
Otherwise you can not enter or exit the station there.

It's not simultaneously both. The Jamaica branch is only a transit line to the Airport. The HB branch is only an on-airport circulator. Price each appropriately.

The closest I've seen to an imaginary line that you describe is commonly refered to as a JFK TURNSTILE.

Ever look at a track map of Airtrain lately?
I thought not.

The Jamaica and HB branches are Airtrain lines
that go to the airport, loop once then go back to Jamaica or HB.
The on-airport circulator just loops endlessly around the terminals.

That "free exit" is NOT open for people to enter the parking lot or the train station. It is an EMERGENCY exit.

There is NO WAY to get on or out of the parking lot at Howard Beach,
Unless you want to climb over the wall.
