I can see it both ways: AirTrain is simultaneously an airport circulator (which are almost universally free) and an airport access railroad (which are almost universally not free).

Brian’s point about the $5 to enter the airport property at Howard Beach (you don’t have to get on the AirTrain…) I think is reasonable, though I can also see the Port Authority’s goal to have uniform pricing across the two access points.

Personally I would drop all fares and put the AirTrain costs into the PFC portion of the tickets.
