The exit pictured leads directly into the parking lot. This exit is used when train service on the line south of Howard Beach is replaced by buses. The volume of buses required for such a service would overwhelm the low-capacity streets of the Howard Beach neighborhood.

See the "Free Shuttle Bus to Long Term Parking" and "Long Term Parking Area C"? How could one access those from the AirTrain if there wasn't an exit at the station that leaves the traveler near them?
