The most effective control, as we discussed in the second incarnation of this topic, would involve vibration control at the source, meaning the ground on which the locomotives idle out. That has to be done in cooperation with LIRR, in the Borden Yard, at developer/condominium expense.

Maybe that would require rebuilding the engines.

It is ok to provide shore power to the consist, and even to heat the engine compartment. But to run pumps? Are they electric pumps or mechanical pumps? If the latter then how to make them run on electracticity.

LION thinks building a building over the yard is the weigh to go. Put in a bigbox store and another condo and you are all set.

The MLS listing photo is froma building called Arris Lofts, not One Hunters Point.

But the website for the latter clears everything up, as discussed; you can even see what appears to be to the permanent high platform at LIC going in.

Couldn't the engineer do this? Would the manpower cost (1-2 employees) be cheaper in the long run over letting these locomotives idle all day long? (Fuel, wear, environmental concerns...)

And even if it was easy to start diesels (which it's not), how do you propose they keep the lights lit for the cleaning crews? How do you expect them to keep the AC cool for when it goes back in service, or the heat warm for when they go back in service?

Railroads have had 'hotel power' at terminals for decades. The elders among us will recall that in the pre-Amtrak era, you could board a sleeper at a terminal well before your departure time. As far as HVAC goes, it's not like you're going to restart those locos minutes before the train is due. Restart an hour before the departure time, that's plenty of time for the HVAC to make the car comfortable.

And these people are the same people that probably complain on a train when it's hot in the train in the summer and cold in the train in the winter. There's no satisfying people like this.
They bought their cake. Now they can go and eat it. Why the hell should the taxpayers and LIRR pay for something that was always there, just because these people were too dumb to see the railroad tracks outside their window when they bought?

If LIRR were to start the locomotive up 1 hour before instead of 2 hours before, do you really think that would be responsive to the criticism? I think not, and considering the cost, it's hardly worth it.

Easiest course is for the residents' condominiums to simply foot the bill for vibration-dampening measures in the yard. Do an assessment in the buildings, it's only a 1-2 year bump in common charges, they get rid of the problem permanently, and LIRR operations aren't affected.

The issue is that the locos are idling all day, not when they're started. They'll need to learn to live with the fact they've moved in next to a train yard; but there's no reason when, especially in these cost and environmentally conscious times, that they should idle all day if there are solutions available to prevent it.

Like I said, there is more to it than just satisfying the nearby residents.

Have you not thought that its more cost effective to keep them running? Not only for the power needed during the day for maintenance, but also to keep the AC/Heat at a proper level. It costs much more to heat up an ice cold train, or cool down a all day oven roasted train than to keep it at a certain temperature. Not to mention, as well as manpower costs.

And that said, there WILL be no satisfying these people unless the yard was taken away, and it's THEM that moved next to rail yard, not the other way around.
This isn't even a case of NIMBY...as the yard was there a century and a half before them....

If you turn off a locomotive, then when you go to start it up again, there's all sorts of lengthy procedures and inspections required before you can go. But I figured I'd sit back and see if anyone other than Dutch would mention it. :)

No thanks. Heh. Railroad is 1/4 mile from my house and CSX has shiny new Darth Vaders where JAX forgets to clear up for them, so same issue right here all through the night. You get used to it. New York Central built the Albany bypass in 1924, I bought here in 1987, so I know I'm boned and accept it. When I first moved here, there were maybe four trains a day, now it's over 60. So sympathy is *not* in the cards for them outta THIS house.

And oh yeah, two grade crossings too. :)

Again, you're missing my point. If that power could be supplied from another source, OTHER than an idling locomotive, it would have MORE BENEFIT than just quieting these residents. I agree, they moved in next to a rail yard, and they need to accept it. But there ARE solutions to the problem that should be examined. Neither you or I are experts on how cost effective it is to make this kind of a change, but to not look at the possibilities at all is a mistake.

As for it costing more to cool a hot train than to keep a train cool all day, that's a fallacy.

Let's say it takes 1 hour to cool a given space to 10 degrees below ambient air temperature; to keep that space at that constant temperature for 6 hours the AC must run for 15 minutes every hour, which option has the higher cost?

It's not a fallacy that shutting off an AC unit completely, and letting the train bake in the sun all day is only going to increase the temperature "10 degrees". It will bake to a lot more than that.... And you are also forgetting that the workers have to clean the trains, and have to be on them for some time also during the course of the day. So they should have to work in some humid hot sweat pit in the summer or in the ice cold in winter?
