I would not be surprised if after this storm if Wall Street is affected enough that some firms take the State to court to prevent them from completely shutting down the subways UNLESS there is an IMMEDIATE threat of life and death, requiring the underground portions run at ALL TIMES. There are some companies that deal with clients in other countries, and many of those people I believe were critical of the MTA's shutdowns for Irene and even Sandy, especially those in Japan who actually worked through the horrific earthquake and tsunami that hit a few years ago with no interruptions at all and even worked and did stuff through a super Typhoon that was considered worse than Sandy last fall that his parts of Japan.

This obviously is blowback from the 2010 storm when the MTA was ill-prepared because of when the storm hit at Christmas. The lack of normal media availability at Christmas (something that has not happened since) and people who could not get out of family/religious commitments without being harshly criticized also contributed to what happened with the 2010 blizzard.

I would not be surprised if we saw blowback the other way from companies who have to look at the bottom line to appease shareholders who in many cases "don't care how the sausage is made." This would include lawsuits from firms affected and even possibly The New York Stock Exchange and NASDAQ that would block the Governor or MTA or anyone else from shutting down the system entirely.

Some clients, particularly in parts of Asia where they still went into their offices in spite of the massive earthquake and tsunami and more recently a Super Typhoon will not accept that because its instilled into them. Some insist on people being in offices and will take business elsewhere (other countries where this is not an issue) and would think that way, safety be dammed.

55-60 MPH winds that could knock power out. If this storm did not have the winds, I think that would not be an issue.

That said, if Wall Street is affected enough by this, I would not be surprised if there are lawsuits to prevent this from ever happening again that would actually stop the MTA from beings sued since they would be sued the other way.

In an emergency, the state can do pretty much what it needs to do. No such court case would hold up. Besides, anyone who looks at pictures of the Metro North tracks destroyed after Irene, the flooded tunnels in Sandy, or who has ever been on a stalled train in a blizzard knows that a full shutdown is the right thing-- the only thing-- to do.

This is the legacy of the 2010 storm when the MTA got caught completely off-guard because of the Christmas holiday falling where it did and preventing many with the MTA from having access to normal media as a result (as noted, since adjusted to where such media is available even on Christmas Day).

The "Ambulance Chasers" in my view are the ones responsible for this, especially because the MTA likely was afraid to make people come in Christmas Day out of fear of blowback from family members and religious types in 2010.

As said, I would not be surprised if there is blowback the other way this time, especially from Wall Street firms who would remind the MTA and state this didn't happen in 2006 or any other storm that could include the MTA being taken to court by such firms, especially if they have to deal with people from Asia who would very quickly point out people in Japan went to work as usual even when the massive earthquake and tsunami hit and again more recently during a Super Typhoon like nothing happened.

Having spent my entire (admittedly very short) career thus far having worked for such companies (a law firm and a consulting firm), I find this extraordinarily hard to believe. The international clients you refer to are generally spread all over the place, and don't generally care whether I'm on 47th Street or 95th. Those three miles don't really make a difference. The American clients really do get it, and really don't care.

Or run trains in a manner in which they cannot get stuck.

Where one line is walking distance from another, end regular service on the more difficult line -- N in Brooklyn.

Otherwise:
Plow and scraper on every train.
Headways above ground of 6 minutes, short turn some trains if need be.
Alter trains so they can trainline to unlimited length, if one quits, trains can push or reverse and pull those in front. One train is good for 4-6000+hp.
Skip-stop if need be.

It is only snow, which is mostly air and packs down into water & ice vs nearly a million pounds of train. If the trains run less than 10 minutes apart, there's not enough time for snow to block the tracks.

If the system is open, you have to keep stairs and platforms safe for people to use them, not just keep the trains running. That might be difficult. The ulterior motive of shutting down is that it forces people to stay home and businesses that might try and stay open to close. That might be a good thing.

I've dealt with people who think the other way.

The problem is, people in other countries who don't understand the "Ambulance Chaser" society we have here and look at how people in Japan dealt with an earthquake and tsunami and a Super Typhoon that were BOTH WORSE than Sandy have felt that is how it should be done.

The NYC Subway system didn't shut down during the 2006 blizzard (which was actually WORSE than this one is expected to be) because the MTA was prepared for that storm. The 2010 storm, from which we are now dealing with blowback from (and something many have forgotten) was as poorly prepared as it was due to the fact that even in Christmas Eve day (when winter weather plans would have been announced normally), that storm was supposed to be "maybe 1-3 inches" and only exploded on Christmas Eve Night (to 6-10", still not that bad) and the really exploded on Christmas Day. A combination of people having family/religious commitments they could not easily get out of without being harshly criticized and in some cases facing worse blowback from family/religious types coupled with lack of normally available media due to the Christmas Holidays (since now available even on Christmas Day) contributed heavily to what happened with that storm, which is forgotten by many. Had that storm NOT fallen when it did, I think they would have been far better prepared for it and we might not have seen the people stuck as they were in that storm. That I think is something that would be brought out if firms took the MTA and state to court to prevent future shutdowns and make it look like "ambulance chasers" following the 2010 storm were responsible for the 2015 shutdown.

No law requires the city/state to provide 24/7 service in emergencies. Cities across NY and the State have done shutdowns and non essential travel bans for years, even as recently as a few months ago in Buffalo. Legal action would be laughed out of court. The risks of not shutting down, and someone getting hurt on the system would be much higher.

Hm. I can't argue with that, and given New Yorker's propensity to sue for BS such as slip'n fall it may be the choice of the day.

Effectively giving everyone an adult snow day isn't bad... but if you/the kids can't get to a park it's a bit of a waste.

Yes, except this never was done in any previous snowstorm (at least a total shutdown):

Irene and Sandy were one thing, especially since Irene did hit NYC directly (though as a Tropical Storm and not the Catergory 2 Hurricane that was feared) and Sandy hit as it did, but even in 2006, which actually was a worse storm than this one, the subways didn't shut down, nor did they shut down in 2003. That's why I think would be brought up in any potential lawsuits if firms sued the state and MTA to block total shutdowns (making it so at least the underground portions MUST RUN AT ALL TIMES), especially if it adversely affects Wall Street firms. There are a lot of people who put money over everything else and companies who have to deal with shareholders who only care about money and don't care about "how the sausage is made" who see what goes on overseas in similar situations and don't understand the "Ambulance Chaser" society we have here that to me is responsible for this shutdown.

It is a decline of our civilization.

That's why I can see where Wall Street firms sue the state and MTA to block future total shutdowns of the system. They win such suits and the MTA doesn't shut down in the future, the MTA can't easily be sued the other way because being open would be a direct result of a previous lawsuit that bars the MTA from shutting down.

Asian work culture is not something that should be emulated. They don't have higher productivity and in Japan and South Korea it's slowly resulting in their decline since their birth rates are hovering around zero.

Work smarter, not harder. You can pat yourself on the back for digging holes and filling them in all day, until you realize you've not actually done anything.

After all the transit workers park their buses and trains at 11:00 what do they do? They can't drive home as all the roads are also closed at 11. And they can't take transit home as transit is suspended. I assume the dus brivers can sleep at the depot but what about the train crews.

You may not realize how greedy some people in our society really are. Some put money above all else and have no regard for how its done. It's not the way it should be, but it is.

That's why I see lawsuits possibly coming out of this if Wall Street is adversely affected enough.

They would likely site 2003 and '06, storms that was just as bad or worse than this one where the subways operated as usual for the most part without problems in any such lawsuit.

This to me is blowback from the 2010 storm when the MTA was ill-prepared due to it not being a major storm until Christmas Eve Night and many people not being able to get out of family/religious commitments so easily without being blasted or worse AND not having access to normal media due to the Christmas holiday (the latter of which has since been rectified so it doesn't happen again). The "Ambulance Chasers" from that storm to me are why we are dealing with this now.

if Wall Street is affected enough by this, I would not be surprised if there are lawsuits to prevent this from ever happening again that would actually stop the MTA from beings sued since they would be sued the other way.

The problem is, get a judge who sees how Japan dealt with an earthquake/tsunami AND more recently a Super Typhoon and also looks at how the MTA handled the 2003 and '06 blizzards and carefully reads the timeline of the 2010 blizzard and realizes that a lot of that could be directly contributed to the Christmas Holidays might think otherwise.

The purpose of doing the lawsuits, even if laughed out of court would be to shine light on the Ambulance Chasers and how the MTA was ill-prepared in 2010 because of outside factors that in some cases have since been corrected (most notably normal media that was not available on Christmas Day 2010 that now would be if it happened again on Christmas Day).

That is true, however, it would still be looked at in any potential lawsuit to prevent the MTA from a complete shutdown in a snowstorm along with citing 2003 and '06.

An exaggeration, but your point is well taken.

I think this is really the threat of 55-60 mile winds that have been forecast that could knock power out and that I think is what the MTA and state are more fearful of than anything else. We've had worse snows than this and the system was not shut down.
