That's why I think would be brought up in any potential lawsuits if firms sued the state and MTA to block total shutdowns (making it so at least the underground portions MUST RUN AT ALL TIMES), especially if it adversely affects Wall Street firms. There are a lot of people who put money over everything else and companies who have to deal with shareholders who only care about money and don't care about "how the sausage is made" who see what goes on overseas in similar situations and don't understand the "Ambulance Chaser" society we have here that to me is responsible for this shutdown.
