No law requires the city/state to provide 24/7 service in emergencies. Cities across NY and the State have done shutdowns and non essential travel bans for years, even as recently as a few months ago in Buffalo. Legal action would be laughed out of court. The risks of not shutting down, and someone getting hurt on the system would be much higher. |
