Why was a full block west of Broadway left standing?

I heard two stories.

1) Because the sub station on Myrtle Ave between Broadway and Lewis was still being used.

2) Keeping the abandoned structure up as an anchor for the rest of the structure.

I don't if any of these is true or not.
