IRT El cars ran underground on 9th ave-Jerome services til the end(and maybe longer. Was the polo grounds shuttle Low/High V from the beginning?). Q types ran underground in Flushing, and they were rebuilt for the 1939 worlds fair, and ran there well into the 1940s. Manhattan El cars ran on the Dyer ave line from when it was taken over into the 1950s, and the Dyer is largely underground.

I don't think the ban ever actually happened.
