don't know how I couldn't remember that. And those dates - wow.

Sounds like there's more research needed on what exactly was the wording content of the ban (for all NYC transit, not just the IRT Composites), when was it enacted, and if with the exceptions noted in several posts + yours above, was it ever seriously enforced?

It is now packed away in storage, pending moving and a bunch of other stuff going on.,,, when I am settled I will read those sections again, and probably the entire 3 vols.as well (bought the reissue).
