No, Amtrak would not have. (You really think it reasonable to increase Amtrak's budget that high, especially when the "competing" modes don't have anywhere near that annual appropriation? It's more practical to rework the FRA's impractical regulations; I haven't yet seen a railfan who disagrees with that.)

But then again, you're the one that called the POTUS moderate to far-right.
