When Ike signed the Interstate Highway bill, the Dixiecrat wing of the Democrats was (no surprise) far to the right of "effete eastern intellectual" Republicans like Rockefeller, Lindsay, and others. In 1960, there was an active "Democrats for Nixon" operation in Virginia because JFK was unacceptable to them. At the same time the single VA Republican Congressman was from the suburbs of DC running to the left of the Byrd machine.. Nixon understood the swing of history and devised/exploited a "southern strategy" which ironicly brought us, Amtrak, EPA, Clean Water Act, ConRail, and getting DOD vendors interested in mass transit as another way of looting the Federal Treasury with overpriced junk. Both the Amtrak and Conrail enabling legislation came from outside RR lawyers as packages which were then shopped to find Congressional sponsors. PS, I voted for Lindsay in 69, but I can't imagine him belonging to the GOP today. |
