That is incorrect. The MTA DOES own the land the Rockaway line is on from Liberty Junction to Rockaways, as well as lines like the M line which is over ROW instead of street, such as the M train el from Onderdonk Ave (just north of Seneca station) to Metropolitan Ave.The Rockaway line (abandoned part) from Whitepot to Liberty junction is owned by the City of New York.
