Does it really matter who owns it? THEY ARE NEVER GOING TO REACTIVATE THE ROCKAWAY LINE, PERIOD. EVER!! The only people who really want it reactivated are railfans, and for what reason I have no idea.
There already is a Rockaway Line. It's the "A" train. Even if there once was a small iota of a thought of reactivation, that was killed with AirTrain.
And to those who bring up the Aqueduct Casino and a possible convention center, remember, that when the ROW was discontinued by the LIRR, Aqueduct was in it's heyday getting between 25,000 and 50,000 attendence each day.

And if you want to argue it with me, DREAM ON, it ain't ever going to happen.
