Just sayin', it sounds like the records show the original purchaser of records. The defining answer would be who pays taxes? Betcha nobody.

It's the current owner. Here's the 2012 tentative tax assessment for Block 9286 Lot 82, the right of way between Jamaica Avenue and 89th Avenue. Note DCAS is listed under "Owner Name," not "Real Estate Billing Name." It appears you're right about nobody paying taxes.

It makes absolutely no sense that DCAS would be the original purchaser (from whom, the Canarsie Indians?) of a Long Island Rail Road right of way.

You SHOULD be aware though, that the New York City Transit Authority (NYCTA) went away in 1966'ish. Don't believe there was ever a bill of sale. But DO carry on ...

No, the New York City Transit Authority is still the legal name of "MTA New York City Transit."
