I disagree. For one, most of the existing rail ROWs in this country are freight, so I don't think they're particularly useful for HSR. The NEC is different because it is owned by Amtrak or commuter roads.

My philosophy is either do something that is REALLY ambitious; like say, building an underground Mag-Lev system with evacuated tunnels; or building something that fits into a greater system. Lower speed regional rail can't compete with planes on travel time, and aren't going to be terribly more convenient than a bus for the short haul routes. True HSR is a much more comfortable/enjoyable alternative to medium range flights: which is exactly why its so successful in Europe and Japan, where large cities are within that 'medium range' window.
