The NEC is pretty badly underperforming when it comes to winning market share from the airlines. Worldwide experience would suggest that for a 2 hour 45 minute travel time, as between NYC and DC, rail should hold a roughly 70 to 75% market share. Yet the NEC barely manages a 60% market share of the air/rail trips made between those two cities. Admittedly with the lower average speed the trips are shorter in distance for an equivalent duration and the plane's fixed time portions kill it, but the lower the average speed, as in the NEC's case, the more passengers are eaten away by road travel. 71mph does not cut it as an acceptable average speed in any respect for a high speed railroad.
