Why? Intermediate trips don't pay a fare. When they have a fare payment arrangement at every station then it can be said they "deserve" anything.

But of course it is foolish to persist with this wasteful fiction that the Staten Island Railroad is in any way a subway line. They need to find a high floor LRV they can procure to provide economies of scale with the maintenance facilities to be provided for the North Shore line LRVs.
