Padded Q Schedule

I am an irregular rider of the subway, once every few weeks. I've ridden enough, though, to notice a repeated mid-week mid-day phenomenon which, really, should not and does not have to occur: A northbound Q train arrives at 34th St. ahead of a northbound N train. The N train then goes first to Astoria, the Q having to switch over behind it. I've noticed this personally 3 times. The geese going uptown and to Queens seem to know this even better than me. If/when the N arrives, those already on the Q at 34th St. know to get off immediately and cross the platform to get on the N.

Now, are the TA managers who make the schedule:
(1) Unaware of this situation, and when made aware will adjust the Q schedule to leave Coney Island say 3 minutes later to facilitate the free-flow of traffic?
(2) Aware and do not care about the running of the railroad for expediting service to passengers, that is, getting them as safely and speedily to their destinations as possible?
(3) Aware and impotent to make scheduling adjustments that will facilitate the free-flow of traffic, particularly at central city locations?

Anyone know of answers or possible explanations?
