Actually, I would do Lion one better to increase the flow of traffic on the railroad.

N Astoria to Coney Island via local via tunnel all the way all times. Uptown, there is only 1 merge (with the R) instead of 3 (D, Q, R). Downtown, there is only 1 merge (with the R) instead of 3 (R, Q, D). To boot, this increases service at the local stations on the 4th Av. (Brooklyn) corridor, which had service cut back last year.

W Astoria to Canal St or Whitehall rush hours, as demand on the Astoria line warrants.

Of course, padding schedules, as done now, is much more efficient for increasing on-time performance.
