Hmmm..let's see... Besides the threat of unknown firearms, he could use the vehicle itself as a weapon, other assailants in the auto, unknown liquids, knives, sprays, etc...

In the current cars, (keyless ignition), if the car doors are closed, the car can be started if the key is inside the car, with the push button..Proximity key..

My ignorance for driving a 24 year old car.

So with this type of setup, the best thing for the police to do is get the key from the driver, and walk away from the car, far enough so the key cannot be detcted.

Agreed.

There's a way of preventing the car from moving without forcibly removing its occupants.

They are forcibly removed when non compliant.

A frequent misconception among blue lives matter proponents.

Is resorting to force solely on the basis of non-compliance in Dayton's police procedures?

Police officers are authorized to use reasonable force in response to citizen resistance/aggression/non-compliance
when necessary to protect life, property and to maintain order.

Please enumerate which lives, property or order was in jeopardy by Mr. Owensby remaining in the car until supervision appeared.

So what. Was the officer authorized to use physical force in denying a "demand" that a supervisor be present.

Order was being maintained prior to the police officer using force to remove Mr. Owensby from the car.

I once dealt with a police officer who knew only how to control a riot. His object was to maintain control of what had been a friendly crowd. His actions nearly turned that friendly crowd into a riot. He was achieving his objective of maintaining control.

First of all a police officer doesn't have to have a supervisor respond just because someone asks for one. Second of all one of the most important tactics I've learned for safety is not to stall with the perp or possible perp at the scene but to bring everyone right in. How do they know this guy didn't have a gun on him if he stayed in the car? Stop talking about something you know nothing about.

"One does not need to forcibly remove a driver from a car to make the car immobile. Turning off the ignition and placing the keys in plain sight on the dashboard is usually sufficient.

And what if the perp doesn't comply? You then drag him out? Stick with New Zealand covid policies, you know nothing about police procedures.

Did the officer make the request for turning off the ignition?

you know nothing about police procedures.

I have been careful to show where everything the officer did was contradictory with the Dayton Police General Orders, citing the relevant sections.

Those contradictions include the lack of probable cause for requesting a canine unit to sniff the car's interior and extending a traffic stop for a canine unit to sniff the ambient air around the car, as well as using force for non-compliance.

What's your knowledge of the procedures that are specific to the Dayton Ohio Police Department?

But putting on on the dashboard serves no purpose. Many cars (most?) nowadays have a push button ignition and will start even if the keys are on the dash.
