They failed to mention that 99% of these people are killed during the commission of a crime, where is the police had no other option, or at least felt like there was no other option, then to use their firearms

One reason "there was no other option" is that the police were not taught what the other options were. That goes into the lack of training (19 weeks US vs. 3 years Norway), especially in defusing a situation.
