I'm suggesting that 33.5/10M citizens killed is excessive and unacceptable. This is especially true because the US crime rate is also among the highest, excluding armed insurrections.

What about the idea that this death rate is because the US crime rate is so high? Indirectly, if the crime rate is so high, we can't not have unarmed police and thus the rate of police killing of civilians is an unavoidable consequence.

NOTE: I don't think that more law enforcement is going to solve a high crime rate.
