but not in a county with thousands of people.

It IS an unreasonable assumption even in a small county.

The Clerk in KY also oversees voter registration, vital records and other stuff like that.

It's pretty obvious that she doesn't personally sign all these documents but instead merely has her name printed on them.

Document and license issuance stops when she goes on vacation or if she's sick?
