That the County Clerk of a county with thousands of people actually personally signs most documents.

That's a very unreasonable assumption in a county with millions of people, but not in a county with thousands of people.

Since the average person gets married roughly once per 80 years of life, a county of 10,000 would have 5,000 weddings in 80 years, or only 63 per year. Not too big a work load for a county clerk. (Yes, I know they do other stuff. But still, the clerk of a county of 10,000 or maybe even 25,000 doesn't need an assistant to sign forms and probably doesn't have one.)
