You actually need to be shown that it's PHYSICALLY IMPOSSIBLE for the County Clerk of a 750,000 people county to personally sign off on every marriage license in that county?

It is not physically impossible; the national marriage rate 6.8 marriages per 1000 people per year. For a population 750,000 that comes to 5,100 marriages per year, if the clerk works 210 days a year that comes an average of 24 licenses per day hardly an impossible number.
