No answer. Laymen rarely understand statutory interpretation.

Robert Stivers, the president of the Kentucky state Senate, has asked a federal judge to withhold his ruling ordering Davis to issue marriage licenses to same-sex couples against her religious beliefs. Why? Because he wants to give the state legislature time to pass a law that would exempt her from issuing marriage licenses. If anyone in the Clerk's office other than Davis was authorized to grant the license, the legislature wouldn't need to pass this legislation.
