This was my line of thinking when I posted in response to what you were referring to earlier:

I am pissed that as a person who can't practically travel to a doctors appointment by subway, I would (when new bills/laws are passed) have to pay more out of my pocket because of congestion pricing just to go to certain doctors. Even when my knees are replaced, I don't know how well I'll function anyhow because I have severe neuropathy in both feet/all 10 toes. I'm seeing another doctor in Manhattan for this too.

Note: Tomorrow morning I'm taking (another) X-Ray and seeing a new surgeon at an NYU facility about my knees. The one I saw last year (who told me I'd have to be minimum 275 lbs. due to high infection risks) left NYU. Today, thanks to an already 50 lb. weight loss due to bariatric surgery and losing more every week), I am rapidly approaching 275. Hope to have one done in March, second one in August/September, if the timing is practical.

First off, my best wishes for comfortable surgeries and speedy recoveries. Various of my friends have had either knee or hip replacement/rebuild work in recent years. I expect I will join that list as I have less tolerance of stairs than in previous years.

Second, as to costs of accessing medical services, I believe you should be exempt from congestion pricing for medical apointments.

We have, in most cities, serious traffic congestion as well as the resultant smog. NY has more comprehensive transit than most, but still insufficient for many trips. It isas if the city had constant sewer backup or on the supply side, the water taps are dry.

Those who travel in limos don't seem to get it.

He is in his 3rd term. Either he runs for Pres or he's done running for political office, except maybe a US Senator if Gillibrand or Schumer go away, which is doubtful. New Yorkers get tired of anyone at the end of 3 terms.

Many thanks for the good wishes.

The way things are done in NYC, to get reimbursed from the congestion pricing fee may be lots of red tape and paperwork.

Something I'm seeing lately (and quite a bit I noticed this as I waited an hour one week ago for AAA to show up to change a flat tire) is defaced license plates. NY State law says the registrant of a vehicle is responsible for the condition of his license plates. But so many of the rear plates (and even the new yellow/black ones) are slightly scratched so that a camera won't be able to properly read the plate to bill the owner. It looks like police and traffic agents are not enforcing this rule.

With both knees being replaced, they will probably be legally termed “prosthetic devices” and that coupled with you neuropathy should probably qualify you for a handicapped parking permit and if and disabled advocates have their way also qualify you for an exemption from any Manhattan entry fees.

The defacement is not necessarily intentional - something about the E##-##### series blue on white plates was done on the cheap and the painted part effortlessly falls off. DMV is aware of it and will replace the plates, but I don't think they can ticket an owner for a license plate manufacturing defect, so there's no reason to do it and plenty of reasons not to.

Which is unlikely because then out of state cars from states that don't force their owners to vandalize their front bumpers would get away with not paying tolls. Also, it's obvious that the cameras are mounted facing forward, not backward.

Some states like Florida and Pennsylvania only use one plate, so they put it on the rear.

This is why I saw so many illegible letters or numbers on NY plates mounted on the rear.

And for someone else: the motorist is responsible for having legible plates. If a number or letter becomes unreadable, it is YOUR responsibility to visit DMV and get new plates.

There has to be something for states that do not need plates on the front bumper.

Like was stated in another post, perfect examples are Pennsylvania and Florida. And you can't tell me there's no toll by mail in Florida....I was just down there and the Sunpass system defaults to the cameras' images if a Sunpass isn't present in the car at the time of the passing.

The Jersey tan plates that started coming out in 1992 are crap. I had mine replaced around 2011 since the tan paint, which was reflective, was peeling off. I regard the reflectorization as a safety measure. I had my plates duplicated for just $11 and they came in the mail in 10 days.

The last few years, they are no longer of embossed characters.

I think the blue ones that preceded them are better. A few are still around and in quite good shape. Did they priosoners make those ?

I've seen plates that had the majority of the vinyl (assuming it's vinyl-based coating) ripped off of the face of the plate.

Not mine, at least...my car and its plates are only 2 and 1/2 years old.

Whale LION has sever neuropathy too. Him sees doctor in Bismarck. Why don't you get a doctor in Bismarck, there is no congestion pricing here. Well, those parking lots around the hospitals are rather full, but Sanford does have free Valet Parking at their front door.

Yeah, you should come to Bismarck, not so many subway trains to see, but you will be able to see many coal trains.

Sounds like a very young person responding.

Some people have a hard time on mass transit, especially ours.

Lots of stairs, elevators not working.

Some people who stay skinny all their lives still may wind up with bad knees that need to be replaced.

In Pennsylvania , many ,if not most ,of the DXX-XXX series plates are severely worn out and illegible,I think there is regulation that if your plate is illegible, you have to pay for a replacement. That is unfair, because it should be on the state to replace a faulty plate they made.

Not familiar with the current policies in Florida, but just because it can take pictures doesn't mean it will do toll-by-mail. It may just be where to send the fine for violating. Hopefully, as is the case with MTA, if the plate is pre-registered with the electronic tolling system, they would just pretend the device was in the car and not penalize. Is that what happens?
