I'm not surprised one bit by this:Cuomo probably heard from a lot of people fearful that a total shutdown of the 14th Street line would cause massive traffic problems on many blocks north and south of 14th Street and on the avenues due to cars that come in from New Jersey where such drivers won't use public transportation because: They can't, either because there is none where they live and even a park-and-ride is too much OR In some cases don't want to deal with riff-raff on public transportation OR in some cases even think if their employer knew they used public transportation would look down on them and use it against them. That to me may have been given to Cuomo as reasons by such "hipsters," especially if they have real concerns of increased car traffic causing unintended consequences for them. Many of them likely demanded that the 1st-8th Avenue portion of the (L) remain running at all times even if both tunnels were shut down. This suggests Cuomo may be looking for their votes as well as votes in New Jersey and Connecticut in the 2020 primaries if he does decide to run for President as this may be a precursor to that. I would now re-visit my version where both tunnels are shut as originally planned, BUT with eight sets of four-car trains in use between 1st and 8th Avenue on the and every 1-2 months opening up one of the tunnels long enough to swap out cars for normal maintenance (also why I would have a max of three sets in use at any one time). I would also add a new set of switches just east of 1st Avenue to allow for greater flexibility of such. That might be a compromise Cuomo and the hipsters can accept. |

When the Bay Ridge & Astoria stations were (foolishly) shut down for 6 months, I never saw work being performed 24/7 at them. Usually was limited to the daytime hours, despite causing 24/7 massive inconvenience so that passengers could get the miracles of "standing" benches, Wi-Fi charging stations, and pretty stations.Guess a similar principle holds here. |

I think they added to the article - I didn't see this before.Under a new plan unveiled by Mr. Cuomo, workers would use a different design to repair the tunnel with work being done on nights and weekends. He said not fully closing the L train would be a “phenomenal benefit to the people of New York City.’’ Transit officials said the plan could be completed in about the same amount of time as a full shut down. Huh? Different design? Same amount of time? Explanations please. Either this is a fake or the engineers who designed the prior repair plan are totally incompetent. I suspect the former. |

So many unanswered questions - When will the new plan start? Does a new EIS - or amendment - have to be done? That would gum up the works. How do you cancel existing contracts? I predict massive lawsuits from the contractors. What about the ferry operators who stood to benefit? Will the 14th St. bus lanes still be modified? Will the improvements to stations and other infrastructure in anticipation of the shutdown be completed anyway? Will the G still get full-length trains? Doubtful, IMO. And on and on. |

The cables were corroded because of damage from Sandy, Mr. Cuomo said."Instead, using what engineers referred to as a “racking system,” new cables would be mounted on the side of one wall and wrapped in protective material. The report I just saw on NY1 made it sound as though they (Cuomo/MTA) expect the project to start in April. They plan to renegotiate the current $400 million contract and expect to save money as the work will be less extensive and less costly. Having not seen the existing contracts, I don't know if there is a provision to allow the renegotiation for a change of work/scope. |

If I had been advising the governor, I would have suggested that nothing be announced until we know for certain that it is feasible and that the contractor or a replacement can do it and we have concluded all necessary negotiations with the contractor(s). Perhaps this has been done or perhaps they went public as soon as a decision was made for fear that delay working out the details would be subject to leaks. This will be embarrassing if it blows up in their faces, but, the governor did reiterate that he does not run the MTA. |

The engineering advisory group seems to be made up of the type of people that wouldn't need to go out on a limb to try and make someone look good to advance their standing.They are all pretty much at the top of their profession. Lots of things other systems do that we have avoided because we always want to do what we always did. Sometimes that's not a bad thing, but on the other hand when someone else has a better or more efficient way to do something, we can't always look for excuses why we should be 100 years behind. |

Low smoke and fire resistant coatings were not available when these tunnels were built. That's the way they were always built. It doesn't mean that's the way they should or would be today. Railroads put up poles and rand copper cables for signals, today they bury fiber optic cable wherever possible. We don't have to do things the same way they have been done all along when a better way is developed. Change comes slowly though, nobody wants to be first, and there is great comfort in doing what you are familiar with. |
