That would be crowd control issues. That's why there is City Fare only on days that have no peak periods.

Funny, LIRR is part of MTA and has a zone system. Since this would technically be an LIRR provided service, I guess I just poo pooed on your presented problem

They are already paying that fare by riding the express bus (and many are paying well above that to take the LIRR). I'm simply suggesting to match the express bus fare for Manhattan bound travel, with a free transfer to NYCT.

City zone LIRR stations should be seeing 20 min headways 5:30a-11:30p and 30 min headways overnight with full time city ticket (or express bus fare) and a free transfer to NYCT. The question is whether or not the capacity at NYP and GCT exists to do that (as I've mentioned before, it's possible a large chunk of this is simply a reworking of the schedule rather than it all being additional trains running)

If I wasn't on my phone right now, I'd search for my post about my proposal for city zone LIRR service. Basically, it would have NYC paying LIRR to operate 20 min headways at all city zone stations into Manhattan (and build a few more stations, exact details in the post). Operationally, the LIRR would have all trains from LI make the last stop at the first city zone station and run express from there. Conceptually, it speeds up rides for LIers, but I would love to be able to look into the physical constraints of the RR to see if this is possible and if these LI trains would just end up getting caught behind the local

If they are smart about using their capacity at Atlantic Avenue, and terminate more trains at LIC (with more electrification), and are smart about the rest of their scheduling, it probably could work. Also, flyovers at Jamaica for some express trains coming in from LI would speed things up there. Ironically, the lack of the third main track probably makes this more feasible, since the Main Line, GCT, and Atlantic Ave are going to be underutilized because of that bottleneck farther back in the system.

Since they are isolated from the nationwide rail network for the most part, I wonder if they could implement a rolling-block CBTC-based system for their closed system, with a transition back to fixed-block for train headed into Harold Interlocking and Penn Station? Assuming that they want to put as much traffic into GCT as possible, and would be willing to utilize Atlantic Avenue heavily as well, this could add significant capacity by allowing trains to follow more closely.

Further, with additional electrification and upgrading of substations to support 12-car trains throughout the entire system, more people could be carried on the same number of trains from Jamaica inwards towards Penn and GCT, and diesel equipment wouldn't get west of maybe Yaphank and Speonk, further increasing capacity.
