Restoring (F) Brooklyn Express train proposal

A coalition of elected officials have urged the Metropolitan Transit Authority (MTA) to restore express F train service in Brooklyn in a letter sent to MTA Chairman Thomas F. Prendengast. The correspondence, which was signed by a bipartisan group of fourteen city, state and federal leaders, noted that “benefits of restoring the F train express service in Brooklyn would be felt throughout the borough with decreased travel time to Manhattan, decreased delays along the entire line and a better quality of life for all subway riders in our communities.”

“The F train should stand for fast service, not failed opportunity,” said Brooklyn Borough President Eric Adams, who signed on to the letter. “We need to reduce crowding on these platforms, which are causing significant safety concerns, and we need to alleviate the burden riders are facing with one of the city’s longest commutes. I look forward to working with this diverse coalition of elected officials and the MTA to fast track this needed enhancement to our borough’s public transportation.”

Joining Adams on the letter were Representatives Hakeem Jeffries, Jerrold Nadler and Michael Grimm; State Senators Martin Golden, Diane Savino and Daniel Squadron; Assemblymembers James Brennan, Steven Cymbrowitz, William Colton and Joan Millman; as well as Councilmembers Stephen Levin, David Greenfield and Mark Treyger. In their letter, the officials specifically ask that the MTA restore limited northbound F express service for morning commuters and southbound F express service for evening commuters.

“The F is a lifeline for communities throughout Brooklyn, in my district and beyond,” said Squadron. “Adding express service – while maintaining current local service – will mean less travel time and fewer delays for people and businesses along the line.”

The line is consistently ranked as among the most delayed lines in the system, and was specifically targeted for improvements by the MTA in the October 2009 Full-Line Review, led by Squadron and other local leaders.

“I fully support restoring F train express service to southern Brooklyn,” said Assemblymember William Colton. “I have been calling on the MTA to restore F express service for many years, as I believe that our growing population of working families in southwest Brooklyn needs this additional service.

Colton previously drew together a broad community coalition to successfully restore the B64 bus to Coney Island in 2012, and claimed that coalition could serve as a model for restoring express service to the F line.

“I believe that by joining and working together, the diverse communities of southern Brooklyn can finally get F express service restored – for it is long overdue and much-needed. Now we will make our voices loud and clear,” Colton said.

In addition to delays, another concern is overcrowding. Nineteen of the 22 Brooklyn stops along the F train have seen increases in ridership over the last year; on a broader scale, the MTA’s review of 2013 ridership rates showed Brooklyn as having the largest increase in ridership, with the increase being “driven by strong growth on the Canarsie L, crosstown G and Culver F lines.”

“Despite its population increase, southern Brooklyn has not been given appropriate consideration by the MTA and the lack of express service on the F train reflects that,” said Assemblymember Steven Cymbrowitz. “It’s time for the MTA to restore express service and give southern Brooklyn riders the same courtesy that other straphangers already have. Shorter rides mean a better quality of life for all.”

“As ridership on the F line continues to grow, it is important that we give riders more options,” said Councilmember Stephen Levin. “Restoring express service on the F line will ease commute times for Brooklyn residents and benefit their quality of life. I am proud to join my fellow elected officials in calling for the restoration of express service on the F line.”

In addition to the officials who authored the letter, the Transport Workers Union (TWU) Local 100 also supports the proposal.

No way for express service to help overcrowding because (Bklyn) express service will not fit with (Bklyn) local service together with E trains on Queens Blvd. You will still have the same number of F trains total, even if some are express.

They don't want express service; they just want more service, but there's no room for it without a relay point prior to the Queens Blvd line, and there is no realistic one available.

Introducing express service means inevitably cutting local service, and the overcrowding will grow at local stations.

If select F trains from Coney Island/Kings Hwy operate express north of Church Ave with a synchronized F local train starting at Church Ave so that the local stations don't "miss" a train. Still, that means two trains going through the Rutgers tube (and onto Queens Blvd) where there used to be one. Perhaps that pattern can be done twice or three times per hour, but that's it.

Agreed. Culver express/6th Ave local service has to go to a north terminal that is not on the Queens Blvd line. There will be 2nd Ave in a couple more years. A Culver express V train can go via 6th Ave local, then switch to the SAS-bound tracks at Lexington Ave/63rd St. The bad news is that service can't really run more than 6-7 tph, because it would have to share the 6th Ave local tracks with the F and the M.

As I said before on this:

becomes the Culver Express, going via the after West 4th and running via Culver Express to Coney Island, except overnights.

Biggest benefit is it gives riders at Coney Island, express stops between Church Avenue and Jay Street (including Bergen Street if the lower level were to be rehabbed to reopen), York Street, East Broadway, Essex-Delancey and Broadway-Lafayette a new one-seat option via 8th Avenue they don't currently have PLUS also gives riders on the a new transfer to the 8th Avenue Line at Bleecker.  Next biggest benefit is it gives riders on the Fulton the option to switch to the at Jay Street if they are going to midtown and bypass lower Manhattan by doing so.

Biggest con is it does mean the and all stop on the local track at Broadway-Lafayette, but we are only talking about the one station and if at peak periods it's 30-32 TPH that can be manageable.

replaces the as the Fulton Local at all times to Euclid Avenue and late nights is extended to Lefferts Boulevard to eliminate the late-night Lefferts Shuttle.  Rush hours, some trains (including those AM from and PM to 179th Street) terminate at Chambers Street as the does now.

The would join the in terminating at Church Avenue, except overnights when the would run as it does now.

The train (or the old (AA) train that some remember) is brought back as a supplemental train between Chambers and 168th Street.  This would only be 2-4 TPH, with 15-minute intervals at the shortest even in peak periods since its only meant for people at Chambers, Canal or Spring Street who want a one-seat ride to the UWS or are too lazy to walk over to the north platform (and those north of Spring looking for that or the ).

This to me would be the way to do it if the pols and others insist on there being a Culver Express.

To possibly benefit some Brooklyn F riders, you're going to change the habits of tens of thousands of riders and just confuse them. If anything it will be a diamond F inbound AM rush/outbound PM rush.

You have the (F) running as Culver local at night, with the (F) and (G) both terminating at Church Av. all other times. What line serves as the Culver local daytimes and weekends?

Nope.

The (F) remains the Culver Local 24/7. In South Brooklyn the protocol seems to be that the LOCAL train is the 24/7 route, while an express, if any is the short-turn part-time service.

Thus to re-state your proposal

(F) Coney Island via Culver local 24/7 (Skips Gowanus stops when (C) is Runnng)
(C) Church Avenue via Gowanus Local 16/5.
(E) 8th Ave Local to Euclid 16/5, to Chambers otherwise.

Operate it like the D did prior to Chrystie with alternate F trains terminating at Church although, I don't think that a Smith St Line express is necessary outside of rush hours anyhow.

I grew up with service changes a lot. They might be confused at first, but they would get used to it.

As I was always told growing up: You are supposed to pay attention.

The real problem is as some have pointed out, our society is such now that people are too involved with themselves to even notice their surroundings.

My 1987 Subway Map (they were handing them out in the Staten Island Mall- go figure) contains a promise that the F-express will return to McDonald Avenue when repairs are complete. 27 years later, I'm still waiting.

Not only that, but it is only required during AM rush hours. In the PM peeps (small geese) would rather get the FIRST train since one with seats would be impossible anyway from Manhattan.

If something has been working well for a long time, you don't change it. You leave well enough alone. It's when something ISN'T working well enough that you change it. And in this case, the F to Coney Island IS working well enough, even if some of the stations below Church Ave are over-served.

So many people get off the PM rush southbound F and M at 34th and at 14th that seats can often be gotten if you're hovering in the right place as the train pulls into one of those stations.

They promise a lot of things but the public doesn't realize when an administration changes (read: MTA President) the slate of promises is wiped clean.

I think it was Robert Kiley who promised GG riders that it would never terminate @ CSQ so they wouldn't have to walk thru some dark, dank, stinky tunnell to get to the 23/Ely side. Look at how some of that turned out.

Yes- a change of administration changes everything. I've worked for NYS since 1993, so I've seen that first hand.

I'm just pointing out that the end of F-Culver Express service was sold to the public a temporary change.

As someone who took that F-Culver(McDonald) Express when I was in High School in the 80's, let me tell you that there were several problems with the service.
In the AM, you lost the transfer at 4th Ave, which is a heavily-used station. Stations like Prospect Park and Smith-9th Street got reduced service.
In mid-day, 2 Coney Island bound trains would terminate at Church Ave, leaving passengers to wait 15-20 mins for the next through train.
Oh, and that Bergen Street lower platform really was like something out of an eerie movie, which is why it was used in the opening scenes of Jacob's Ladder.

I often wonder if 50th St / 8th Ave Lower would be something like this if it was served by the C rather than the E. Nonetheless, I still hear how people were/are scared of it.

Question: Did they shut down Bergen St Lower outside of rush hours? That is, did someone come down and tell everyone (the express trains are done)? Is something similar done at Nostrand on the A at the end of the night?

I know that at 168th St on the 1 line one night when FASTRACK was taking place, people were left down there late into the night, long past 10!

But in the case of Nostrand, the express is on the UPPER level and all station access is through the upper level.

There used to be a flip sign at Nostrand telling people that all service was on the lower level. I remember watching it being flipped after the morning rush was over.

Before the metal doors were installed in 1992, the stairs to the lower level were gated.

The platform signage? Or something at the turnstiles? I'm sure some people probably need a barrier right ahead of the turnstiles that forces them to the staircase to the lower level. BTW do they dim / darken the platforms not in use, or is all that electricity going out the window?

No gates. There used to be chains that would be put across the stairways to the lower level at 86th St./Lex at night, but they don't seem to be there anymore. Nor at 59th St.

In addition there was signage for the A-train on the upper level that said when the A-train operated operated local. The sight of most folks running downstairs to catch the arriving train was also a "tell".

When did they take the tiles off the walls? In the Movie "Jacob's Ladder", which was filmed at Bergen Lower, the tiles were still on the walls.
