Wait Times for Customers at Local Stations in Manhattan will Decrease by 50 Percent

MTA New York City Transit today announced that beginning in December 2014, Q trains will make all local stops in Manhattan late nights between midnight and 6:30 a.m. Q train service currently operates with express service in Manhattan during the late night time period, bypassing customers at Prince St, 8 St-NYU, 23 St, 28 St, and 49 St.

During this time period, these stations are currently served only by the N train, but with Q trains running local, customers at these stations will see wait times decrease from an average 10- minute wait to a 5-minute wait.

In examining MetroCard data from October 2012, New York City Transit’s Operations Planning Division determined that by shifting service on the Q to local tracks overnight, customers at the local stations would see reduced travel times of over six minutes on average. Customers at other (express stop) stations would see average increased travel times of about one minute. In the aggregate, running the Q local would save about 6,000 customer travel minutes each night.

On a typical night, operating the Q local would lengthen the trips of approximately 1,700 customers, but this would be off-set by the reduced wait times for about 1,300 customers at local stations, especially intra-Manhattan riders going to or from local stations, who would experience twice the frequency, from an average 10- minute wait to a 5-minute wait, as they could ride either an N or a Q.

“We are constantly analyzing service and ridership trends in order to provide the best service possible to all of our customers at all hours,” said New York City Transit President Carmen Bianco. “As we saw increased ridership at local stations along the Broadway Line, it simply made sense to provide these customers with more service.”

In recent years, the areas served by local stations have seen higher than average increases in late night activity.
This has been reflected in MetroCard data from 2008 to 2012 that showed overnight MetroCard entries at local stations grew by 28 percent while entries at express stations grew by 12 percent. If this trend continues the benefits of an overnight Q local will only grow in the near future.

Another benefit of a Q local: Currently, some Q line customers headed to Brooklyn walk to express stations to avoid making a transfer even if their origin is closer to local stations. In those cases, running local service might lengthen their train time, but would shorten their walking time. In addition, Brooklyn customers going to or from local stations would no longer need to transfer between N and Q trains.

In the past, overnight 2 and 4 service in Manhattan was converted from express service to local service. These changes resulted in a total net travel time savings for customers on the Lexington and 7 Av lines.

This service change does not require MTA Board approval and when implemented, will cost $73,000 annually.

In the past, overnight 2 and 4 service in Manhattan was converted from express service to local service. These changes resulted in a total net travel time savings for customers on the Lexington and 7 Av lines.

Partially incorrect. Overnight 4 service was always local. overnight 6 trains were extended from 125th Street to Brooklyn Bridge.

10 minute headways on the N overnight? I don't think so. Try 20. It would go from 20 minutes to 10 minute wait. Still a 50% reduction.

Partially Incorrect.

Overnight #4 was a full-time express in Manhattan with the opening (about 1918) of the Lexington Avenue line until 1979. After 1979 only did the #4 trains became the only midnight hour local, otherwise all #6 trains were the full-time locals on Lexington Avenue. From 1979 to 1999, did the #6 midnight hour Bronx shuttle run - between 125th Street and Pelham Bay Park.

In the July 1983 the #2, #3, #4 and #5 routes switched their Brooklyn terminals, and the late 1970's saw the #5 only traveling to Brooklyn during the rush hours.

The 20 year operation of the #6 midnight shuttle operation was severely hated by #6 Bronx riders. Mayor Rudy G. during a very bad winter had the MTA restore the #6 train to full time service. (This is one of the few items on a very small list that I credit Mayor Rudy G. for.) The #6 midnight service was not "extended" it was RESTORED to its original long time historical pattern.

Generally over the history of the #6 route, it traveled at all times between Brooklyn Bridge and Pelham Bay Park. Mayor Rudy G. had the MTA to RESTORE the #6 to its full-time full-route, since for that 20-year period the #4 was the only route serving the whole of the eastside of Manhattan - something that was noted by plenty of transit fans, citizens, and political folk.

No, the #4 used to operate as an express up until some point in the 70's, when the late night #6 was cut back to 125th st.

But that's still no good for R train customers in Queens and Brooklyn. Often the Coney Island bound N train comes bunched up after 1am, so that you get 2 trains back-to-back after waiting close to 40 minutes for a train. Then you just miss a connecting R shuttle in Brooklyn.

Why can the #3 train get late night shuttle service to a major hub like 34th St, but the R train can't get to a major hub and instead gets cut back to either 36th or 59th? Let the late night R terminate at Atlantic, Court, or Whitehall (obviously Whitehall once the tunnel opens). Well the complaints will keep coming and coming and coming until this happens. (I have no problem tying up the MTA phone line with my commuting problems with the late night service.)

Basically it has to do with the MTA running as few services as it can during the midnight hours, and saving money. Generally whatever runs to/from Astoria for the past few decades has been the line that runs during the midnight hours. In my lifetime, that midnight hour train has been either the RR train to/from Astoria, the N train, or the W train.

Long ago whatever "BMT" service on Queens Blvd ended "early" leaving the E, F or GG trains as the midnight hour service. The GG, now G has been removed from Queens Blvd, leaving just the E and F trains, which now have separate terminals that have to be served. And yes there were experiments that did not last long with the midnight RR along Queens Blvd. The E and F trains often allow transfers to various lines even during the midnight hours, so alternate trips are not impossible.

Plenty of folk like express trains, and put less attention to all-local routes, especially a route that is described as the "Rarely". Transit fan nick-names for the N and R - Never and Rarely - really do not inspire confidence that there will be spokesman clamoring for its expansion. Notice that almost every scheme for improving weekend Queens Blvd local service put fourth by transit fans, does not include the idea of simply increasing the frequency of R-train service!

The R-train has few defenders - there were even folks on-line who wanted the Whitehall Street segment completely closed due to the Hurricane Sandy tunnel repairs! Good luck spurring community support for expanded midnight hour R-train service beyond its current Brooklyn-only midnight hour shuttle.

Because NYCT does not want to spend the money for car mileage and crew costs because you already have the N and D running along 4th Ave. They feel 3 services are not necessary relative to the ridership.

Some of the historical data I have seen seems to indicate that prior to the end of WWII the IRT and BMT ran no express services overnight but ran all services local. I haven't seen any similar info on prewar IND services but from some of the station signs I have seen along CPW it seems that the iND did have all night express service.

Although there has not been any midnight Qns Blvd service in several years, the former director of service planning for the NYCTA once claimed that the MTA was committed to restoring all night R service to Qns Blvd once the track and signal work in the 60 St tube which precipitated the removal of that service was completed. I'm still waiting for that restoration.

Not really, by the time the midnight Q lcl service is implemented, the Montague tunnel will be opened so the switch will have to be thrown for the appropriate trains. Not only that but the switches at 57 St will get a workout initially for the turning of Qs there and later when the Q gets routed to the SAS.

The interesting part, when I drafted my reply I was about to make an exception for the 1940's or 1950's since I did not have a subway map readily at hand to confirm it. Then I read a summary page for the #4 service that did not seem to give any major exceptions.

Ok, I so have add the words, "generally" - even though the major point still stands. (Smile)

I seem to remember the R-train traveling to 179th Street midnight hours, I think when the 63rd Street line was opened to QueensBridge, but not yet connected to the Queens Blvd line. At that time, I believe that the E-trains were ending at Archer Avenue, and the F-trains were terminating at the Queensbridge Station. A period where the service across the 63rd Street tunnel changed frequently between B, F and Q trains, and between Sixth Avenue or Seventh Avenue. This was during a part of the Manhattan Bridge construction work, with both N and R trains being local in Manhattan and Brooklyn. I just have to find those transit maps! (Smile)

And add in a few shuttle train variations that operations to/from the 63rd Street Tunnel to QueensBridge along the Sixth Avenue. All of this taking place over the many years of Manhattan Bridge re-construction work - many train route changes.

Ah, good point. Well, they could take this opportunity to close the lower Manhattan stops whenever the R doesn't run... I mean, we've gone this long without them at all, clearly it's not all *that* necessary...

Just before 2008 set transit progress back a decade, the MTA had been contemplating making the R a 24 hour route. That would have been nice (if only to have a non-bum infested route to get me through Queens).

I would not say that. The weekday R-train gets a good amount of riders between Whitehall Street and Queens. Plenty of folk pick up the R-train headed uptown from the ferry weekdays, even though most of us Brooklyn bound folk are stuck to the #4 or #5 trains!

Actually no:

Prior to 1983-'84, the (4) was express at night and the (6) was local. It was during late night cutbacks that the (4) went local overnights, which it has been ever since.

As for Queens Boulevard:

I would actually be looking to have the (M) rather than the (R) become 24/7 and be the full-time QB local. When the new building at the Domino Sugar plant in Williamsburg is complete, it may become necessary to send the (M) past Essex at all times anyway, so by then it may be more warranted to do that with the (M) than the (R).

I recall that one or more of the schematic NYCTA maps of the late 50's-early 60's, in the services guide, referred to what became the (4) as the "Lexington Avenue Local" during the midnight hours.

Yes, prior to the Hurricane Sandy damage to the Montague Street Tunnel, the R-train made all local stops in Queens, Manhattan and Brooklyn until midnight every day of the week. Between midnight and 6am, the R-train became a shuttle between 36th Street and 95th Street every night.

Ever since the removal of the EE train in the mid-1970's, then it was generally was the express in Manhattan over the Manhattan Bridge, and sometimes local or partially local in Brooklyn, however during the rush hours the N-train was express in Brooklyn. Whether and how the N-train ran local in Manhattan, express in Manhattan, ran over the Manhattan Bridge as an express, ran over the Manhattan Bridge as a local, ran through the Montague Street tunnel as a local - has changed with the tides & the needs of the MTA.

Right now, the N-train is local in Queens and Manhattan (between 57th Street and Canal Street), uses the Manhattan Bridge, and is express in Brooklyn until the midnight hours - then it is also local in Brooklyn. Now that might change when a new tide comes in. (Smile)

If I can recall from my schedule making years, back then the R ran to 179 St 24/7 until midnight Q/B R service was dropped.

However, 6 Av has a full time Q/B service even if it is an express. The R would provide 24/7 Bway service to Q/B.

It's not unreasonable, but it still bothers me. I remember the 1950s, especially the reductions in May 1957 and May 1959. First you make an express service local to increase frequencies at local stations, then you lengthen the headways a bit, because now you have two services where you had only one, so it's "still better." And so on.

Saturday Brighton Express was killed a little at a time. First they rerouted the local to Chambers Street. Then they rerouted it to Franklin Avenue. They they "restored" the local to Manhattan via Bridge and ended the express.

I hope this doesn't become a trend.

I'm not saying permanent, I'm saying overnight only. They close the two J line stops for weekends, so it's not unprecedented.

Downtown is pretty dead at night.

Not sure how much it's used, but the R to A transfer at Court St can't be replaced easily. Other than that, I can't really think of any major scenarios where the Montague Tunnel is that crucial except weekdays.

I can!

Once Mother and her friends learned how to get to and from the Aqueduct Casino by the R-train and the A-train, that involved much less walking up and down stairways, that also had working escalators and elevators - they were hooked! For Mom this method was a great deal of much less hassle than the trips to Port Authority, ferry, bus & subway, etc. The whole group would go! Happy times for me! (Smile)

Then Hurricane Sandy! No Montague Tunnel - great difficulty walking to/from Bowling Green, and she finds the Fulton Center a complete maze - She's Not Happy!

Mother found a bus direct from Staten Island to Sands, PA - She & her friends are HAPPY! No more Aqueduct Casino! Aqueduct's Casino's Loss! Happy Times For Me! (Smile)

Plenty of people use transit for many reasons!

Yesterday, when I used the 59St/5Av station, there was a sign saying that the "Q" runs from 34 St at night. When I got off of my "R" at 49St/7Av, there were 2 "Q" trains laid up on the express tracks. hence, my question!

Three questions:
(1) If the route isn't being extended, why does the service start in December (the time it will take to add/change the signage?
(2) What does a new pick have to do with it, the train runs local instead of express?
(3) What is the $73,000 annual cost for? tower operators?

(3) Presumably overtime. Some TO's runs will go from 8 hours to 8 hours and 20 minutes, or something like that.
