Its status as a terminal for Bkln lcl service was only temporary. The original idea was to connect it via a new tunnel the the bellmouths S/O Whitehall on the Bway BMT. The BMT would then be connected up to the tracks at the Hudson Terminal (WTC) platform of the IND which almost directly line up with each other. At some point, a connection to the SAS was added.
