It was probably decided to make Smith-9th a terminal at some point after the concrete was poured, but before service patterns were finalized.

Still a rather bizarre place for a terminal, unless one assumes the IND was so intent on crushing the BMT that they intentionally made transfers from 4 Av to the Crosstown more cumbersome.
