True, but a couple of things stand out compared to some of the issues faced previously:

One, the proposals in the Guliani/Pataki era had any extention to LGA consisting of actual NYC subway service entering the airport. Considering how loud we know NYCT trains to be (and remember, in the 1990s there was no NTTs), I can see their concerns. However, using the JFK airtrain technology, I can see things being significantly quieter. Second, there would be no construction on the actual Astoria line itself to disrupt service nor would this proposal result in any construction within residential neighborhoods. Third, with my idea they could always put it underground.
