The democrats, post 1950's, have been much better on civil rights issues. In fact, flocks of southerners left the democratic party because the democrats were pro African American rights. Interesting thing about Phoenix (and Tucson) is that there are nearby Indian reservations that sell "tax free" cigarettes. A pack off reservation averages about $6.50 - $7.00. A pack on reservation (and there is a reservation in the center of the Phoenix metro area) averages about $5.00 - $5.50. |

The United States has higher home prices than Nicaragua because our economy is structured better and people make more money. The prices for CA homes are a bargain when you sum up the mortgage + taxes. In retirement, one is sitting on a mint and paying low taxes. In TX, the same person is hurtling towards ruin stuck with high taxes and a barely improved home value when adjusted for inflation and interest paid on the mortgage. |

The US House of Representatives does not have that rule, so it would have been absolutely useless. OTOH, the Republicans in the US Senate did use an equivalent rule called the filibuster which has the same effect but doesn't require them to flee the country.
