Yes, they don't share the same borders. The incorporated part of Patchogue is a small part with Patchogue. It's all "Patchogue". You don't address an envelope "Patchogue Village, NY 11772". A part of Patchogue, a small part, us a village. I still don't get what you are getting at though. This isn't the same as "Flushing, NY for Ridgewood, or "Jamaica, NY" for Richmond Hill.
For it to be the same, instead of saying "Patchogue, NY 11772", you would have to say "Brookhaven, NY 11772", as Patchogue is n the Town of Brookhaven, which is not done.
