As SP says, the term is "town."In upstate, with the exception of cities, in general every bit of land is part of a Town. Some land is also part of a Village. Example: the Town of Hunter includes land that is also in the Village of Hunter or the Village of Tannersville. But most of the land in the Town of Hunter is not part of any other government entity below the County level. People who live in the Village of Tannersville pay taxes to the Village as well as to the Town and the County. |
