A Town is a distinct entity, that comprises many hamlets and villages

True on LI but not necessarily true upstate.

Many upstate towns don't comprise many hamlets and villages, or even more than one. The Town of Halcott in Greene County comprises a single hamlet (more like a cluster of houses than a hamlet - I don't think it really has stores), and has a total population of 248.
