Well, mandating 2 Senators per state pretty much requires FPTP for the Senate.

Is there truly nothing that prevents a state from allocating its entire House slate based on proportional representation rather than districts?

As for president, there's only one, so you can't have a minor party that has influence but not control, like the DUP in Britain.

So I would say the Constitution puts some pretty strong barriers on having 3 parties too.
