This program is not run by the City. It's run by a private company. One requirement has been for the company to carry liability insurance and cover the City. There has been a history of bike share in other large US cities. I'd guess that the insurance companies know how to price their premiums.

Locking a bike is one big hassle for people running errands. There's always the danger of the bike being stolen or damaged. Bike Share eliminates that problem for people who already have a bike. The trade-off is walking 1 or 2 blocks.

So far, the busiest bike share stations have been around Penn Station and the PABT. There's a market for commuters wishing to go crosstown after entering the City.
