Not quite.

1) The selection of the Van Wyck WAS part of how the PA handled the NIMBY issue. Other people on this board wanted to pick the Rockaway alignment instead. Their plan would be dead in the water as a result. Siting is important!

2) The PA threw in lots of goodies to handle local politicians - money for soundproofing schools, street beautification, a new aviation program at York College near AirTrain's terminal.

3) Pile driving and other construction activities did disturb some residents temporarily and caused some damage ($2-3,000 in some cases) to some houses. The PA took care of damage claims efficiently and limited the constructioon schedule to minimize disruption.

4) They also opened an office on Archer Av to allow the few NIMBYS there were (and other people) to vent, have coffee, talk, ask questions, look at a model of AirTrain etc.

5) The building of a coalition (including Jamaica businesses) and politicians from different areas helped present the picture that the community supported the project. The NIMBYS were isolated and lost their final support when Robert Boyle literally told American Airlines' chairman, who was fighting AirTrain in court and giving the NIMBYs money and T-shirts, "You f--- with me on AirTrain and you can forget about your new JFK terminal."

MTA could learn from the PA!
