NY1: "Straphangers Outraged By M.T.A.'s $600 M Overtime Bill |
|
Posted by Union Turnpike on Sun Aug 8 16:55:47 2010 $600 Million Dollars in Overtime last year; More than 140 M.T.A. workers earned overtime which exceeded their regular earnings (and more than doubling their regular salary):Our State Comptroller Thomas DiNapoli conducted an audit which found the M.T.A.'s overtime costs rose 26 percent since 2005 to nearly $600 million dollars last year. Mr. DiNapoli reports most of the overtime was unjustified or for undocumented work. As one commuter said: "I would like [to double my pay in overtime}. Is that commuter willing to work that amount of overtime? Not everybody is. I'm sure there is some forced overtime there, esp. MTA Police for security purposes.I'd guarantee that you can count on one hand the number of NYCT workers in that 140. Yet NY1 counts it as NYC news. They are not seen outside of NYC. If NY1 wants to get the real truth, I'm sure MTA can break it down by subsidiary for them. |

As well as the fact that they did not do ANY fact checking. Granted this and the FOX 5 News piece got the lead from a State Audit Report but that report did not do proper fact checking. Note I said proper not that they didn't do any like the media. |

I think the outrage is aimed at those whose overtime pay was unjustified. Excessive overtime is also the fault of management, which should be doing more to assure that it's workforce does not HAVE to do this much overtime. This isn't about overtime accrued during a winter storm. |

This is what happens when hiring freezes are instituted without the ability to replace workers who go byebye. Hiring freezes make the public feel good, but there are repercussions of same such as those left having to work overtime. Perhaps they should just cancel runs like they did during the extreme labor shortages when I came on board there. "ABD-no crew" was pretty common in my day and I got PLENTY of OT. |

The news media goes solely by the raw cash amount. They don't analyze what is justified or what is not because the headline IS what grabs the attention and not the body of the story. As I said, it means nothing since the 140 is not broken down agency by agency. The news media couldn't care less what overtime is justified and what is not even if some t/o or c/r makes and extra trip at the end of their day on overtime so as to avoid an abandonment of an interval. |

So on the report they show 60 top o/t earners. There are about 15 LIRR guys right at the top. Did NY1 report this? There were no NYCT train operators. Did NY1 report this? There were 2 or 3 NYCT conductors. Did NY1 report this? There were a few NYCT bus operators. There are lots of GO's for bustitutions. Perhaps these guys worked when nobody else wanted the overtime? A couple of NYCT train dispatchers are in that 60. They always need dispatchers to work overtime because they never have enough on the roster since so many go back to their former title or take a promotion to a higher position. And for lots of weekend GO's they are needed. I don't know if they still do this, but you had dispatchers on GO weekend overtime with a scheduled 12 hour workday. Is that the employees fault? There are cases that if a dispatcher on his regular job is not going to be relieved, he does not want the double and these 2 big earnings dispatchers could be his ace in the hole because they are willing to work. One makes money in this country by working long hours. But it's a crime in MTA land. Maybe a few have questionable overtime but that which is in direct operation of the railroad or bus system is justified. Maybe NYCT will have a reduction in sick leave if they have people assigned to clean facilities, to supply soap and paper towels at all times. We work in a filthy enviornment with passengers equally filthy coughing and sneezing on us. What are we robots? Maybe if NYCT would put rubber weather stripping around the bulkhead doors of transverse cabs (especially R46's) so the t/o wouldn't have freezing air bombarding him all winter fewer of us would get cold and flu. It's always a culture of blame the front line employee with reports written by people who work in a clean temperature controlled enviornment. Enough of ranting. |

I can't believe MY tax dollars are going to people who work extra time past the typical 40 hours a week to support their family and kids. How DARE they have the audacity to make a living off of public transportation!!!!!!!!!Before Train Man Paul sends an M2 through my house, of course I'm joking. If you put in the hours, why not be compensated? However, MTA really needs to be responsible and control some of these costs. A 26% increase along in overtime costs just isn't good, and I doubt that was budgeted for... |

I agree with everything you said, but I don't think that either the public or the press really cares about whether NYCT is the issue or the LIRR or Metro North.NYCT is not charging our employers and MTA tax, the MTA is; NYCT does not charge us surcharges on our telephone and utility bills - MTA does; NYCT does not charge quadruple the cost of actually maintaining their bridges and tunnels - MTA does... So in the eyes of the public NYCT cannot separate itself from the MTA. Unless of course NYC recreated the old NYCTA and rolled everything back to 1967. |

Unfortunately, due to the fact that most jobs have no unions to back them up, most people do not earn overtime when they exceed 8 hours in a day. The employers get around it by insisting the people are "management" (whether they are or not), and therefore make a straight salary regardless of the amount of hours worked. I was a victim of that abuse at one time, but I rectified that situation by applying for and eventually getting a job with a transit agency. Where people are usually paid fairly. |

I seriously think that every MTA employee should work for free, and their salaries should go towards closing the budget gap, and making ridership free for all riders. |

Does the report only address those employees who earned unnecessary overtime? I didn't think so. So you're wrong. |

As far as I know if one is an annual salaried employee, you make a set amount no matter how many hours you work. But if you get paid by the hour, union or not, I think it's Federal Law the employee gets time-and-a-half after 8 hours work in a day. |

I don't think time and a half is federal law. I used to get straight OT. Now I'm management so I have an annual salary with no OT. |
