The electrification of the peninsula rail route has been under discussions in the region for at least 30 years. Is it necessary? No; other passenger railroads, such as the Burlington Northern Santa Fe route between Chicago and Aurora has long operated successfully with very close passenger station spacings. And I suspect that electrification of New York area diesel railroads would yield a higher return on investment than San Francisco. This is a project designed only to consume federal funds because they are available, not a project that will fail in the absence of such funds. The project would not be pursued, absent federal funding, with local funds.

And it was not really the Trump administration who put the kabosh on it. Republican legislators in the area did that and Trump mearly approved their suggestions.

There is enough on his plate, thangs that can be put off, should be put off.

The malfeasance of former FTA officials is not an action by the "Trump administration". And not electrifying as fast as the envirowackos want ($2 billion, or $41 million per mile from SF to Tamien, no electrification to Gilroy, replacing push-pull with EMU when buying electric locos for the push-pull cars would be more financially responsible presuming going forward with electrification) is not a "setback"; trains will still operate. Why do you hate trains so much?

The California Republicans are conflating this with the HSR project. But I do not think the world will crack if they keep running 6 car diesel trains. If they do electrify, how will they run the Gilroy service (beyond San Jose) ?

Perhaps if you had experience of this line, and of class A service such as the IC Suburban provided in the 50s, your opinion would be different. Caltrain ridership has been growing. Making the trans faster, and more frequent will generate more ridership.

Yes, it "runs", but it doesn't mean that it's a third rate service when compared to what it could be if Metra figured out how wire works, or how first world countries run railway service. If there's any railway that screams electrification outside of NYC, it's Caltrain. IIRC, it's a roughly 60k per day line in terms of ridership, so it's actually equivalent to the stuff that would be electrified here.

All of that is consistent with the stated proposition, i.e., it is not "necessary" because it does run (and it must be running fairly well given that it is attracting the number of passengers stated). And it may perform better with additional infrastructure, e.g., electrification. But it has been talked about over and over again, for 30 to 40 years. They just don't want to spend local money; they want to spend other people's money instead. And presumably to gold-plate the system, electrified all the way to Gilroy. In the northeast, it was the NYC and PRR that paid for most all of the electrification (and in Chicago, the IC and South Shore). But in California, home of using OPM for local projects, they just don't seem willing to pay their own way. Don't blame Mr. Trump, look to Mr. Brown.

Electrification south of San Jose-Tamien would be wasteful if we're dealing only with the Peninsula commuter service; Caltrain currently runs only three weekday round trips through to Gilroy. A few dual power locomotives, or even an engine change at San Jose, would be good enough for that level of service. However, the HSR line, if that ever gets built (I'm not betting my lunch money on that happening in my lifetime), would also use the San Jose-Gilroy segment. Probably electrification of that stretch would be funded separately from the Caltrain project.

PRR got FDR alphabet money (Reconstruction Finance Corp) for the electrification/modernization project. IC had the city forcing them to quit polluting w/ steam engines, and South Shore was owned by an electric utility magnate. FWIW, it was FDR's New Deal which outlawed cross ownership between electricity sellers and electrified RRs.
As to "OPM" California is a net donor to the loser Red states. If we simply kept fed taxes levied within the state and received NOTHING from DC we would be ahead financially.

US approves $650M for San Francisco Bay Area train system

The Trump administration announced Monday that it will fully fund a $650 million federal grant for electrification of a San Francisco Bay Area train system that also would help California's high-speed rail project.

The government previously delayed a decision when congressional Republicans objected. But the Federal Transit Administration said in a statement that the Caltrain project had "met all of the statutory requirements" for the funding.

Members of California's GOP delegation had asked President Donald Trump's administration to block approval of the grant to electrify a major commuter line, Caltrain, between San Jose and San Francisco until an audit of the bullet train's finances is completed.

They said providing additional funding to help the $64 billion high-speed rail project would be an irresponsible use of taxpayer dollars.

Future bullet trains would need electrified rails and high-speed rail's business plan calls for the two systems to share lines along the Peninsula Corridor in the Bay Area.

Monday's announcement includes $100 million already allocated for Caltrain this fiscal year and an additional $547 million over the next five years.

"This is exactly the type of infrastructure investment our country needs," Sen. Dianne Feinstein, a California Democrat, said in a statement.

Trump has spoken favorably of high-speed rail and lamented that the United States is behind many other countries that have bullet trains.

Now if SAS Phase 2 (and maybe at least part of Phase 3) could get some Federal funding. Though MTA better figure out how to significantly bring down that $6 Billion cost estimate for Phase 2 first...
