Yes, it "runs", but it doesn't mean that it's a third rate service when compared to what it could be if Metra figured out how wire works, or how first world countries run railway service. If there's any railway that screams electrification outside of NYC, it's Caltrain. IIRC, it's a roughly 60k per day line in terms of ridership, so it's actually equivalent to the stuff that would be electrified here.
