All of that is consistent with the stated proposition, i.e., it is not "necessary" because it does run (and it must be running fairly well given that it is attracting the number of passengers stated). And it may perform better with additional infrastructure, e.g., electrification. But it has been talked about over and over again, for 30 to 40 years. They just don't want to spend local money; they want to spend other people's money instead. And presumably to gold-plate the system, electrified all the way to Gilroy. In the northeast, it was the NYC and PRR that paid for most all of the electrification (and in Chicago, the IC and South Shore). But in California, home of using OPM for local projects, they just don't seem willing to pay their own way. Don't blame Mr. Trump, look to Mr. Brown.
