Electrification south of San Jose-Tamien would be wasteful if we're dealing only with the Peninsula commuter service; Caltrain currently runs only three weekday round trips through to Gilroy. A few dual power locomotives, or even an engine change at San Jose, would be good enough for that level of service. However, the HSR line, if that ever gets built (I'm not betting my lunch money on that happening in my lifetime), would also use the San Jose-Gilroy segment. Probably electrification of that stretch would be funded separately from the Caltrain project.
