That was not the only thing of course that drove NYC to bankruptcy. It was years of corruption and other factors along with the twin recessions of 1969-'75 that did it, not just any one thing.

But the city did not go bankrupt. At least not in this universe. The bankruptcy papers were drawn up. The press releases were written.

At the last minute Albert Shanker was prevailed upon to have the Teachers Retirement Fund invest $150 million in municipal bonds and the bankruptcy never happened.

. . . I personally think that is a load of BS and the especially in the field of something as specialized as transportation, an exhaustively encyclopedic knowledge of every aspect of the industry from the highest manager to the lowest employee is an absolute non negotiable requirement for a manager in that field. Sometimes even taking manager from the outside as has been recently done with the MTA from other “Toonerville Trolley” transit systems don't put the best managers in place. From what I was told when I visited WMATA years ago, most if not all of the policy is made bet suits who have less than no clue about running a mass transit system which is probably the cause of most of WMATA’s problems.

It's been that way sense the 1990s when WMATA laid off most of the in house engineering staff as they began winding down thing near the end of the build out of the originally planed system. That lay off was a tremendous brain drain. WMATA basically showed the door to the collective knowledge of how all the pieces and part are suppose to be put together.

Of course having some idea what the organization does--produce widgets, transport pax, operate a retail outfit, whatever--is useful; however, management is also a skill unto itself. The CEO of a transit agency does not need to know how to repair a sump pump in a tunnel, but s/he DOES need to know they exist and must be functional.

I forgot to note that the one of the other reason for the layoff was to reduce administrative labor costs.

No doubt. Decades ago I had to read, in college, Peter Drucker's study of GM--The Concept of the Corporation. A decade later, On a Clear Day You can See GM by DeLorean. The latter described a largely incompetent organization with sycophant managers--sound familiar?
The problem of course is howto clean the swamp/fouled stables. In GM's case, we almost got rid of them entirely (which actytually would have been a good thing in myview) but it is much harder when theentity is a necessity. We can't function w/o transit; we don't need all of the auto makers.

Watching Wiedenfeld atWMATA will be instructive.
