But the city did not go bankrupt. At least not in this universe. The bankruptcy papers were drawn up. The press releases were written.At the last minute Albert Shanker was prevailed upon to have the Teachers Retirement Fund invest $150 million in municipal bonds and the bankruptcy never happened. |
