Most cities stopped spending money on transit after the war. New York was not unique in that.
Moses brought money to NY for these roads and bridges, and it's not like that money would have come anyway but instead for transit. That wasn't happening at any large amount anywhere.

Moses wasn't the cause of that, although he was a product of it. The problem wasn't Moses getting money to NY for roads. The problem was that there was no similar man out there getting money for transit. But that "man" wasn't anywhere in any city to any degree.
